Payment Reform

Scope: To explore payment reform options for Minnesota.

1. Investigate waivers or pilot programs for payment reform
2. Determine what Minnesota can do beyond federal payment reform
3. Explore whether the rule allowing for only one Medicaid pilot project per area will apply to this and if waivers are possible
4. Decide whether the advanced primary care pilot or other pilots are best for Minnesota
