  • Energy Policy: Electric Industry Restructuring and Nuclear Waste Management in Minnesota: A Report to the Minnesota Legislative Electric Energy Task Force. Prepared by Ron Elwood. February, 1997. (HD9685.U63 M6 1997) The first part of the report is a summary of comments of a working group created by the LEETF to critique the reports prepared by Appel Consultants. The second part of the report is a detailed summary of information relating to the generation, storage, and transportation of high-level radioactive waste.

  • Evaluation of Emerging Generation Technologies in Minnesota (Study B). Prepared for the Minnesota Legislative Electric Energy Task Force, Final Report, June 28, 1996. These are two analyses contracted for the LEETF with Appel Consultants. Please note these are reports to the task force, and are not task force reports per se. In sum, the consultants recommend deregulation of the Minnesota electric industry with full divestiture of generator facilities. In addition, the consultants found that Minnesota could provide nearly all of its electricity needs through a combination of biomass and wind energy facililties, increasing Minnesota's electricity costs by 45%.

This report provides an overview of the status of energy planning by state agencies and utilities, information regarding the development of alternate generator technologies, and preliminary information regarding management and transportation of nuclear waste.
